BitFenix BFF-BLF-14025R-RP pushing next to no air?

I have this fan mounted sideways in the top of my case above my heatsink, blowing upwards... it's pushing next to no air, and making an odd kind of click noise with each rotation too (though it's not too noticeable). Speed is as advertised.

Is there any reason for it, or is the fan just crap? My 54CFM AF12025 pushes easily three times as much air as this one seems to. FDB not liking sideways mounting? Maybe it's my config:

FAN being the Bitfenix and the other two being my usual HSF and rear fan, if that makes sense?

EDIT: Also, the whole case is vibrating like... yeah, even though it's mounted on Akasa Acoustic mounts, could it be these making it vibrate since they're just crap?

Is the vibration coming from the fan? Stop it turning and see. Some argue that the rubber fan mounts are innefective but I've used them for years and surely having a fan secured on silicone rubber would be better than having it clamped firmly to a case. It could be that the fan has developed a bad bearing or has become unbalanced.

I wouldn't have thought that a 1000 rpm fan would send that much vibration through a case to be honest.

Usual suspects for that are fast moving parts such as hard drives.
