Bitrate within avi's, mp4's and mkv

This forum seems the right place so here goes.

I'm no expert on video bitrate apart from higher the better i presume, i'm trying to sort some of my video files out and a fair few have doubled up normally in one of three formats (avi's, mp4's and mkv) what i need to know is, if i have a single film in these 3 formats and every file has a video bitrate of say 1,500kbps which format should i keep to get the best quality?
