This is an old machine so I can understand if the fan is going wrong, but recently I took off the fan/hs (all in one affair) and cleaned it out. I removed loads of dust and was very pleased with myself.
Put everything back together, turn on PC and fan spins up, and down again. 3 seconds, spin up, spin down.... 3 seconds... spin up, spin down. However, the CPU is steadily getting hotter so it's not that it's too cool to bother (and it never spun up/down based on temperature before)
Now the fan has a resistor attached which let me vary it's speed - this no longer does anything - it carries on with this bizarre spin up/down affair.
Is the fan broken? If not, have I forgotten to attach something?
If I'm getting a replacement, anyone recommend one - it's an old Athlon motherboard running a 2600, and socket A coolers seem to be thin on the ground (it's the old 3 'hooks' fitting method)....
