Bizarre problem with Wireless Entertainment Keyboard Mouse 7000

Got the above as a spare set, yesterday I picked up a E5200 and a Biostar P43 to build another el cheapo PC for the sake of it as I had a lot of spare parts to reuse.

Sometimes the USB receiver does not "power up" so I have to reseat it to another USB port on boot. This also does the same on my ML110 server bizarrely. On my main machine (sig) it works fine.

I don't think it's a problem with the ports (as it does on both machines) nor a problem with the USB receiver as surely it would cut out and not work perfectly after moving to another machine.

One thing that it could be is the Biostar has a jumper for the USB ports to supply either normal 5V to the USB or "STB 5V" which I assume is for waking up the PC.

Could this fix this bizarre problem?
