Bizzare fan behaviour

Just pulled my pc out form under the desk for a clean, and found one of my fans to be behaving really strangely.

it is running in a cycle (about 30s) ->off -> low speed->med.speed -> full speed -> off.
the fan's current draw/voltage consumption is clearly stepping up then off once at full whack. (o i can tell its doing this by how bright the LEDs are)

I've tested the fan socket (on fan controller) and its fine with a different fan, and i cant see any damage to the fan itself.

I am going to just replace it as not an expensive fan, am just wondering if anyone had any idea what it was doing?

Do the fans have voltage regulating/stepping circuits on them?
the fan controller was supplying 11V all the time (measured it!) yet the fan still runs thorught this cycle.

oh and if anyone cares its a Coolermaster fan -clear with red LED illumination
