Bizzare Horizontal soundwaves/ distortions across screen. Need help

Psu: Corsair Rm 650X
Gpu: Asus Gtx 1070
Cpu:Intel I7-7700K
Ram:Team Group T-Force 2x8Gb 2400MHz
Mobo: Asus Prime z270-A
Monitors: BenQ RL2455; Samsung Tv (unsure of make, but hooked up via hdmi w/ a 60hz refresh rate at 1080p)


After finally replacing my broken Gtx 970 with something a bit more up to date my computer has started displaying strange horizontal lines during games (and also videos, usually when the camera does mostly panning shots) across the screen which travel vertically. It doesn't seem like conventional screen tearing as they usually appear around 5mm thick bands of distortion, but in game attempts to rectify the issues do not seem to help.

For example, Seasons after Dawn suffers from it heavily, even when V-sync and a 60 fps limit is put on, however the issue seems to be resolved in that game if I turn off V-sync and have unlimited fps turned on. Other games v-sync seems to help but the issue persists. Any attempts to capture the effects using a screenshot or recording software or device do not seem to work and after a slew of other computer issues it's making me loose the will to bother with pc gaming at this point, so any help would be greatly appreciated.
 
Have you tried a different HDMI cable or even DVI-D?

*As an a side - ideally you would be running Windows 10 for that generation CPU as it's not supported by Windows 7.

I've had it hooked up to both my tv and monitor and they've both displayed the same issue, I've not got a spare hdmi long enough at the minute to retest the tv but the monitor cable change doesn't seem to affect the issue.
 
I think i know the effect you mean, in my case it was due to a bad configuration. If you have vsync turned on in the geforce software, turn it off see if that helps. A driver re-install *may* help but don't get your hopes up. It's worth noting that some games just have a very poor vsync implementation and sometimes there's little you can do to help things out.
 
Well it seems like I've stumbled on the stupidest fix for this issue. After a bit more trawling I found this post on another website for someone having a similar issue:

"The newest 359.xx Nvidia drivers require Windows 7 to be running Aero mode. Otherwise in pretty much every browser / game you have now, you will see some kind of screen tearing / stuttering . Not exactly sure why this is the case, but have been told, this is a very old issue that was never fixed back when Vista was first coming out. If your running Windows 10, this does not effect you since your not running Aero and the requirement in the drivers doesn't exist for that operating system. However if you look hard enough, the Aero scheme in all versions of 10 is still there, you just got to look for it. :P"

Now I don't know if what he said was true but lo and behold, switching to Aero mode seems to have actually fixed the issue! I see none of the 'tearing' in videos or in the games if even with the settings before that exacerbated the issue. Thanks for all your advice though, even though it seems like a very stupid fix :)
