Bizzare problem, anyone experienced?

I've just finished rebuilding my PC after i put a custom water-loop inside, now here's the bizzare problem: When is started all turned on everything was fine, but it restarted 4 or 5 times after 6 seconds or so (no display on monitor) and finally booted straight into windows on the last try.

I've reset the cmos with the jumper and battery, still the same problem, the PC itself after finally booting generally is working fine, played games on it for the last 20 mins, run prime95, done some memory checks, no problems. I did however notice on first boot-up it said my core speed was 2.5ghz on a lynfield i5 core at 2.66 (http://www.overclockers.co.uk/showproduct.php?prodid=CP-299-IN) then oddly after completely resetting the cmos/battery it's now mysteriously at 2.9 ghz, brainfreeze?:confused:

I've no idea what the problem is, i've never updated the BIOS and the machine is 100% working order other than this issue, it's preventing me now to overclock as when i try, the system gives me no display, anyone got any ideas? i'm at a complete loss.

Also when i save settings in the bios, and press F10 to save, the system shuts down rather then restarting, never did this pre-build.
 
Check you haven't shorted anything out during the installation of the watercooling block etc...
A short would explain the random restarts and changes in BIOS settings.
 
No water has leaked, none entered the computer/reserviour untill i was fully finished, and this was a fresh installation so there was no left overs so to speak from a previous installation. I also monitored and felt every seal to check if anything at all was even remotely closer to leaking. weirdly it works 100% when on, it's just getting the bugger to turn on.
Sorry to be a bit slow, but by what exactly do you mean by short? i was "extremely" careful and used an antistatic mat to install the CPU block.

By short I mean anything which may touch the motherboard and the case at the same time... Essentially short circuiting the board (i.e. electricity flows off the board into the case or other components etc.)

This could be anything behind the motherboard, in front of it etc. It could be shorted on your CPU waterblock, or the waterblock mount behind the board.
This excludes the motherboard mounts BTW.
 
Edit: Found the problem, turns out i had one of the PCI devices unscrewed and it was ever so slightly touching the motherboard causing it to short circuit, moved and screwed it down and booted first time like a charm, also using OC genie worked immediatly rather than false numbers, thanks a lot for the information, had you of not mentioned the short circuit i wouldn't of noticed this rookie mistake, appreciate that a lot.
