My pc is on windows 10 and the graphics card is a 7970 connected to samsung tv. The screen goes black after approx 1min and moving the mouse brings the picture up again. I've messed with all the power options within windows and uninstalled/reinstalled latest AMD drivers. Tried another tv and it does the same on that. Games work perfectly fine and the screen never goes off during gaming or video watching. This problem has come out the blue and it seemed to fix itself for a few weeks but the problem has come back again.

What the hell can it be?

sounds like sleep mode, that should adjustable in power and sleep settings
Click the Start Start menu and select Settings.
Click System.
Click Power and sleep.
Choose your desired Screen and Sleep settings.
Click the X in the top right corner to close the window and save your changes.

It's set to never on both screen and sleep but still goes off in 60 seconds. I've modified the high performance setting to never on everything and it still goes off in 60 seconds.

It's not the monitor because the monitor is a 40" samsung tv and my other monitor is a 50"panasonic 4k tv. Total blackout after 60 seconds on both displays and both tv's show a black screen. A 'no signal' message would normally pop up if the signal is cut off but both tv's display just a black screen and no message at all

troubleshooting from microsoft site

If your PC experiences a black screen after signing in to Windows 10, try the following steps:
Show all
Unplug your external devices

Sometimes, your PC’s external devices can be the cause of problems. Try unplugging all your devices, then plugging them back in one at a time.

If that worked, but one of your devices causes your display to go black when you plug it back in, unplug your devices again, plug them in one at a time – except the device causing the problem – and restart your PC. If you can determine which device is causing the problem, contact your device manufacturer for support.
Enter Safe Mode

If unplugging external devices doesn’t fix the problem, start your PC in Safe Mode, then try the following troubleshooting steps.

Restart your PC. When you reach the sign-in screen, hold the Shift key and select the Power button, then select Restart.

After your PC restarts, select Troubleshoot > Advanced options > Startup settings > Restart. After your PC restarts, you should see a number of options. Press 5 or F5 for Safe Mode with networking.

Hide all
Reinstall your display adapter driver

Once your PC is in Safe Mode, reinstall your display adapter driver.

Type device manager into the search box on the taskbar, then select Device Manager.

Expand Display adapter.

Right-click the display adapter and select Uninstall > OK.

Restart your PC.

Shut down the RunOnce processes

There might be a problem with one or more RunOnce processes. If you’re in Safe Mode and want to shut them down:

Right-click Start Windows Start menu icon and select Task Manager.

Check both the Processes tab and Services tab – look for any instances of RunOnce32.exe or RunOnce.exe. If you find any that are running:

In Processes, select the item, and select End task.

In Services, right-click the item, and select Stop.

Restart your PC.

Edit: check if the HDD is on sleep mode also
