Black screen on windows 10 boot up

Black screen on windows 10 boot up

I turn the computer on the lights are on, fan spinning, making noise and get BIOS post screen but than the screen goes all black.

I don't know how to get into safe mode or recovery mode. I would try recovery mode or system restore point but don't how to get that to come up like F-8 command like you did with windows 7 where windows 10 has a different command.
 
Okay I thought there was some key combination I can press.

With windows 7 it was F-8 you can press when you turn the computer on.

I don't have a recovery disk.
 
I had this on a Dell laptop running Windows 10. Seemed that it was after every Windows update, it would get past the Dell BIOS logo, show the blue Windows logo and then the screen would go black, you could RDP in so it was definitely "working", the only way I found to get the screen to show a picture was to close and open the laptop. Far from ideal if this is a PC, but would turning the monitor off and back on again (at the plug) make any difference?
