Blacks spots on CPU

Hi what it is, I'am having problems with my system, and I found 2 blacks spots on my CPU. Can anybody tell me if this CPU is now duff. One of the black spots is easy to see on this scan, the other is not, but it is there. I don't know what happened there, but click on icon, then click again to expand.

I'd be inclined to agree with mglover, cup's are either alive or dead... If the computer comes on at all, I would be inclined to look elsewhere

Tell us what the problems are, we may be able to diagnose the fault for you
 
i fixed your image yours is a massive white border...

were the black spots there when you bought it? maybe it fried the 2 parts of the cpu you have highlighted in what i guess is a stock image?
 
the top component looks like a burn maybe due to overclocking if pushed in time could burn out like the one I received from ebay. I posted the picture from the cpu in the forums.

the bottom component could be doing the same but responding slower due to the way cpus work.

Robin MS paint has a good cropping tool :-) also psp 6 etc is great for the Photo editing :-)

The system will not come on, the CPU fan will come on for a second, and then off, but it will repeat it's self.
I thought it could have been the RAM, but this happens even when the RAM has been removed.
