Blinking cursor on screen and windows

Hi guys, i need some help getting rid of a blinking cursor that appears on every window and internet tab in Windows 10.
It may be a conincidence, but the last couple of days my mouse seems to be acting up as well,
ie. non responsive, double clicking when i just single click, unable to move tabs/or windows about on desktop.
i have included some screen shots with the cursor in a red box.

Sorry for the late reply.
Changed mouse and the double clicking etc is gone.
But the silly flashing cursor is still there.
Anyone any idea how to fix this?
