Blown PSU?

My water-cooled Q6600 system has been running without a glitch for over 2 years until this morning. I came to switch it on to find it wont power up, the fans come on for a second and switch off then there's a pause they come on again and the cycle is repeated.
I've tried reseating everything and the MB Led is lit. Does it sound like a PSU issue or something more sinister?

Depending how willing you are to find out, best way is to test the PSU just with a single fan by jump starting the PSU.... It's easy to find out how to do this on youtube or the such like

I used the method to fill the system in the first place. Just gone away and won't be back until Sunday night so I'll test it then.
