blue screen loading windows CD

this is really strange get 0x0000007E while booting from the XP CD however if i put a brand new hard drive in i dont get this problem. The hard drive was also working fine before so not sure why it would give this. It mentions something to do with pci.sys leading me to think its got an error loading the wrong drivers but i was under the impression windows always loads drivers from CD when booting to windows setup and not the hard drive, or does it circumvent CD drivers when they are on the HDD or something? its a really strange 1
 
er can anyone help out with this? if it helps its xp sp2, i cant find any information anywhere on the internet except some stuff about sp1 using pci.sys incorrectly for pci-e motherboards, but if thats just sp1 it wouldnt be the same? any suggestions at all might be useful or should i just get a replacement HDD? i dont know if they will accept that reason for the HDD being faulty though thats the problem
