I would contact the vendor in that case rather than Steam.

I was having the same issues, but to get it to work make sure Steam is updated, then close Steam, and then install of the CD. Hopefully it works out for you.

I did it all in one sentence this morning and it rejected it, but added the hyphens and it worked fine.
