However, you can get the council to come and inspect it (for a fee) and sign it off - if the person fitting it isn't a "competant person" (and by that, the regulations do mean someone on one of the competent persons registers, in this case the gas safe register), they can still fit it, but have to notify the council before and after, and have it inspected by the council (they may charge a fee)

That is for building regs which do not apply to Gas installs as far as I'm aware, I think you are confusing the part P regs for electrical work where you do have to be registered on one of the two approved schemes to be able to do certain notifiable work. In this case th council will send a part p registered electirican to certify DIY work for a fee.
EDIT: Seems they do apply but it's a bit of a grey area as they are related to the same gas regulations that state a 'competent person' must carry out the install. This is again not defined so makes notification a grey area as a 'competent person' does not have to notify building control.

There is no law preventing them from signing off DIY work it is just Gas Safe don't want them too as it effects the profits of there members and it is afterall a private members club.
You seem to have it in you head that 'Gas Works' are some sort of uber complicated thing it's really just simple plumbing that if anything is easier than plumbing water. If you get the gas works wrong provided you've pressure tested it you will smell it long before it kills you. the boiler is like a big sealed box where you connect pipe a to pipe b at the bottom, the modern flues are fanned and simple then plug it in and go. It really isn't rocket science.
I'm not saying it's for everyone but it is perfectly possible to be a competent person without being gas safe registered.
Because its relatively easy to check the work thats been done in most cases.
You may not think its right, but it goes on, its perfectly legal and providing someone gas safe registered checks it over and does the final commissioning, then its fine.
The final commissioning doesn't even need to be done by a gas safe engineer in your own home you don't need them to touch it it can all be done by you!
Might well be worth paying for an inspection afterwards just to get a saftey certificate but they only cost £100 or so which is a lot cheaper than paying for an install!
Old owner had DIY installed a boiler, was terribly done, was leaking and apparently was lucky it did not go in flames as it was leaking onto the PCB
If that quantity of gas was leaking the room the boiler was in would have stunk to high heaven of gas thats why they put the smell in it!
