What do you mean by Windows software takes over?Yes, if you haven't set your fan profile up in bios then it'll either be running at full speed or at a faster rpm than you want for the noise, i've set mine in bios to run at 20% then once into Windows software takes over and runs my profile, the loudest fans in my PC are the ones on the gpu when they spin up.
Same as me. Strange this happens now after I changed to a new GPU. Otherwise the PC is dead quiet. I guess I do not Game or load the GPU so do not have the sound issue after boot.My GPU fan is very fast on a boot or reboot, but this soon calms down once into the boot screen.
