Boot issues

hi,

I recently built a pc with the following specs;
XFX 850W Black Edition Modular PSU
Asus P67 Sabertooth Intel P67 DDR3 B3 REVISION Motherboard
Intel Core i5 2500K 3.30GHz Processor
Corsair XMS3 8GB DDR3 RAM
OCZ Agility 3 120GB Solid State Hard Drive
Samsung SpinPoint F3 1TB SATA-II 32MB Cache HDD
LG BluRay-ROM/DVD±RW Drive
Cooler Master Storm Enforcer Gaming Case
Windows 7 64-Bit

I'm now having an issue when booting the system.
when i press the power button on the case, the pc starts for around 10 seconds but gives no video output, and then turns off for around 5 seconds. without me doing anything it will then start again and 10 seconds later turn off again and back on after 5 seconds. it will do this cycle once more and on the forth time it will finally load the screen giving you the option to open the bios. It will then go one of two ways, either load windows fine, or come up with an error saying over clocking failed press f1 for set up, i then open the bios/setup and without changing anything exit and save changes although none have been made. The system will now load windows fine.

This problem occurs every time i start the system after i have shut it down but not in stand by or hibernation.

any idea anyone?
