Boot manager/ shimmering

Hi all. In last couple of month I have been getting shimmering and ghosting along with bsod 116 crashes. My last thing was boot manger failure on booting up. I took my pc into a person who I no and he said get a new mobo and psu. He ha ordered one but don't no which but I trust him so it want be a rubbish one. But I did say not too expensive and not too cheape. How ever I have figured out what is causing the ghosting and shimmering is that it's my tv it self. It does the same thing on my x1 and ps4. I will be getting a proper monitor soon also and thinking of getting ASus vg278he. But also what's the most likely cause of boot manager failure. He said most like motherboard but I thought the boot manger had something to do with the ssd?.

Boot manager failure usually means during POST the BIOS cannot find a bootable drive. This could be down to the motherboard but it's unlikely. If he's tried replacing the SATA power and data cables (notoriously flaky) and tried a different hard drive and tried different SATA ports, then reset the CMOS just to be sure then yes, motherboard would be my next choice.

Make sure the above has been tried first before spending money.
