Boot Problem - Fan spins for a second then nothing

I'm having a problem with my computer no longer booting up. It was running fine, then all of a sudden it shuts down. I wasn't in the room at the time but the Mrs. says that it just shut down, no pop or bang or anything. Now when I come to power it up, the CPU fan spins for a second and I can hear the pump start up but the machine doesn't boot.

My spec is:

Corsair HX850W PSU
Gigabyte X58A-UD3R
Corsair XMS3 1600 RAM 2x2GB sticks)
Radeon 5850
Corsair H50 with Push-Pull setup

When I press the power button, the SB Voltage L 1/2/3 LED lights up red for a split second then goes out. The phase LEDs do the same. The DDR Phase LEDs stay lit and one is green and one is yellow. I then have to flick the power on off to be able to do this again.

I've tried the following:

One stick of RAM at a time.
RAM in different slots.
No RAM.
Removed the GPU.
Re-seated the CPU.

So, any ideas? I'm thinking it is probably either the PSU or Mobo. Am I right in thinking that I can test the PSU by removing it from the case and plugging in a fan and seeing if it works?
