Boot problem help needed

hey guys, my mate had some new parts delivered yesturday so ive rebuit his pc with the new hardware but there is a problem and have no idea how to fix.

Problem: system turns on fine, windows loads up fine, no problems when restarting as far as anyone would know its perfect but when u turn the system off then go to power up again u get nothing, no fans no lights its as if the pc is dead, now the only way to get the system to boot up again is to unplug the power cable then back in again.

spec:

4600+ x2 (new)
2gb geil value kit
6800gs
xfi sound card
ecs nforce3 a939 (new)
sata hdd
seasonic 600w (new)


any ideas what could cause this problem?

just checked the bios there is a few option s3(str) s1(pos) s1&s3 ive tried all 3 options and still the same? could there be any other options to change?
 
I've had this problem before but I can't remember for the life of me how I fixed it.

As someones already said, the BIOS would be the most obvious place to look. Personally I would get the latest version off the manufacturer's website, flash it, then try it with default settings. If the problem persists, go through every single setting in every menu and make sure you're happy and there's nothing in there you don't understand. If you don't know what a setting does, check the manual (this doesn't make you any less of a man!), or ask.

If that doesn't resolve it, try reseating the CPU, memory, and graphics card.

It's also possible it's power related. Disconnect any unnecessary bits and pieces - optical drives, floppy, extra hard drives, and if you have a beefy graphics card it may be worth swapping in a less power hungry one, if you have one knocking about.

What is your method for shutting down the machine? Do you simply press the power button on the case, or have you been doing Start/Turn off the computer/Turn off ?

ive tried it with only ram and cpu in, everything else was unpluged
