Boot Problems

Just fitted my new Mobo (Gigabyte GA-EP45-UD3LR).
Installed everything as it should be, but it doesn't seem to boot. All the led's and fan seems to kick in, but the monitor just seems to stay on standby.
As ive got the P182 case, that doesn't support the Chassis Speaker so i don't know how to figure out the fault, ive swapped GFX cards and took out sticks of RAM but to no Avail. ive noticed that the CPU FAN doesn't want to spin sometimes also when booting, could that be the problem? Ive checked it and it seems to be connected right, im just stuck on things to check. Any Idea's?
 
The CPU fan doesnt always spin on boot on some boards.

Id check all the connections, reset the CMOS and maybe take it out the case and try with just one stick of RAM no HDD or optical drives.
 
Right, ive checked all the connections, all is ok with them, ive done the paperclip test on the psu, and all the fans spin, so all is good?, took out the motherboard and tested it with 1 stick of ram, still nothing, ive also spotted that one of the pronges on the cpu cooler has snapped off and it looks like the cpu cooler isn't on the cpu properly on one corner, could that be a problem? so, im stuck for things of trying to sort out this problem? Any ideas? Im thinking that its possibly the CPU itself?
 
You need to check for post beeps. You can buy a tiny speaker which sits on the mobo pins from any good electronics shop. This is the only way your going to find out for sure.

In the meantime get a newer cooler, see if that makes any difference.
 
Finally got my hands on the speaker, when i turn the pc on, it'll do continuous short beeps, then switch off, then start up again and then same thing happens? looked in my Mobo manual, and says "Continuous short beeps: Power Error.. Im was suprised by this as i tried the paperclip test on my psu, and all seemed fine, any ideas? PSU is only mearly 2 months old???
