Boot Up Issue

Hi guys. I've had an issue with my PC ever since I built it, and I'm hoping someone here might be able to tell me what's causing it. When I boot the machine up, all the fans kick in and boot up starts... then everything dies, before starting up again. Almost like a 'double boot'. I don't know whether this is by design, or there's some setting that needs changing, or compatibility issue, or well.. I just don't know!

it's not a major concern, but has anyone encountered this before? Not sure what info you'd need to look into it, so just showing CPUID list...

Ive had rigs that do that. Its usually some sort of mobo power on stress test. Never known it to cause any major issues.
 
Are you switching it off at the wall power socket after shutting down via windows start menu? A few of my old asus motherboard based systems done this, only when power was removed at the wall or the psu cable removed after working inside the case.
