Boot windows from within windows

Does anyone know a program that will let me do this? I.e. load windows from USB but from within another windows.

I have an SSD from another computer that I need to boot into, but I can't get it to appear in the boot list of my laptop (it's connected via USD->SSD).

Windows Pro? Hyper-V virtual machines, otherwise Virtualbox would be my weapons of choice, both create a virtual machine that you can attach both real and virtual hard drives

I've just setup Hyper-V to run Windows 11 on top of another Windows 11 installation, effectively Hyper-V allows you to run another virtual computer that you can remote log into.
