Go for 8.1. Bung some form of Start menu replacement, and leave it at that. It's a better OS in every way to 7.

You can also get full retail versions of 8.1 for only a little more, so I'd scout around for those, purely so that if you switch to a new system you don't need to deal with the licensing fiasco.

As for mice, that's really a matter of personal choice. I use a Logitech G400 but you may hate that for all we know!

Most Macs from the last couple of years need a 64-bit edition of Windows. I'm happily running Windows 7 on mine as I have a spare retail licence for it.

I'm no fan of the Windows 3.1 like appearance and the UI on non-tablet devices for Windows 8, then again for gaming it's probably not an issue. On the upside you'll not have to install hundreds of update patches like you do on 7, then the patches for the patches!
