Booting problem again :( Possible PSU?

A while ago i was having an issue with booting

Whilst i never seemed to get to the bottom of the cause of the problem it seems to be back with avengence at the moment.
Now one extra thing i have noticed now which may be detremental to the diagnostics

Try to turn it on, the fans and motherboard come on but at a much higher spin rate and no actual boot.
After a little bit of playing about i can remedy the problem by turning on the computer, getting the higher spin rate then flicking off the power surge multiplug adapter and flicking it back on.
Then computer then boots normally. The problem is fixed on this method on what would seem a permanent basis unless its properly unplugged for a minute.
This means i then have to jiggle around with the power switch and plug

This seems to me likely the PSU is knackered? Or possibly the motherboard?
Without a spare motherboard or PSU to try im fighting in the dark really and dont fancy ordering a spare spart to get it wrong!
 
The build is only 14 months old, im assuming the PSU would be, not sure about the motherboard, maybe 12 months on that?
Forgive me for sounding like a complete idiot, but i wouldnt know which the capacitors were never mind if one was damaged or not :(

Only thing i can think of doing is taking it down to my local repair shop paying them £20 for half an hour of their time to see if they can see a damaged capacitor and to test the PSU?
If they diagnose the PSU faulty i could at least send it back to the manufacturer?
 
Yea took it into a local shop he quickly tested the PSU, it was doing weird things on his testing machine on the cold boot also
So i think i have it pinned down to this
Trouble is that ive looked at my order status with overclockers and found i ordered it on the 30th June 2009 so its 1 day out of warranty with overlockers and need to deal with the manufactuer direct!! :(
This will no doubt incur international postage charges but at least its only germany and the PSU did originally cost £115 so its probably worth it!!
