Booting up windows and the picture is over one side of the screen?

I had this when connecting a HD 7970 to a TV, the image was off to the side booting but fine on the desktop. If I used a proper PC monitor the problem did not occur.
 
Lol this is a 7970 and it's connected to my tv. It was fine when I was building it upstairs yesterday on my monitor and it was fine when I first brought it downstairs.
I can't understand why it changed.
 
I never found a fix but my 7950 does this when I used to use a tv too.
The bios would be shifted over to one side and the post screen.

But once it's booted windows it's all fine.
