When my PC boots up, before detecting the CPU and RAm, it waits until my external USB drive powers up, and you hear that click noise.

Is there anyway to skip this and just boot straight in,

the drive is not in any boot orders or anything, and the mobo is an IP35 pro
 
You could switch of native USB drive support in BIOS (the name of the feature varies, it'll be near the USB keyboard support).

Although it's not in the boot order, the BIOS is still waiting for USB devices to initialise, so switch of it's USB support, and the USB devices won't be polled until windows starts.
