Border help in CS?

Hi all
Im trying to get a border like in this picture

any idea how to get it in Adobe CS? or how to get do it as a batch process?

any help would be great.

Yeah its done by basically sectioning off the bit you want and in blending set some of those things on the left, im not on my computer at the mo, and dont have Cs here, and i cant for the life of me remember what there called.
Something like drop shadow

Just stick your pic on a new white layer use drop shadow, that gives the effect of it being rasied, or outer glow i cant remember
Then use some of the others to make the edges glow and stuff. Fiddle and see, there is a tutorial out there somewhere il find it.

I think this is an action to autmoate it

lol sorry fellas, should have said how i done it!
Although not exactly like above, as Im not keen on the black area.

All I did was:
(using a 800x600 image)

1. Open image
2. Make a Duplicate Layer
3. Select Image > Canvas Size
3. Change Width and Height to 80 Pixels (depending on your image) Also you can select the background colour here too.
4. Right Click on the Layer you made and select Blending options.
5. Tick Drop Shadow and Angle 140 degrees > OK
6. Add Text to bottom corner, done.

Ive now made a Action, similar to what ChroniC has posted, which does as above.
Changes image size to 800x600, adds a border with shadow and added text.
