Borderlands runs like ****!

Here's my problem. Didn't post in hardware cause it seems a much more game related issue.
Borderlands is literally giving me like 2-3 fps. This is on ALL LOWEST SETTINGS.
Please can someone help, i've tried a fair bit of tweaking. Specs are:

Radeon 4890
Q6600 @ 2.4ghz
4gb ddr2 800mhz ram.

Should run fine. Tried doing a clean install of drivers? Or maybe a clean install of Windows if you havnt done one in a long time.

Is it just Borderlands that runs badly?
 
It is just Borderlands. For example, Batman Arkham City runs perfectly on the high graphics settings. Borderlands however, I can't even muster a fair 10fps out of.
 
This issue has been around since the game was released and could be caused by almost anything, sadly.

If it's a Steam copy, force Steam to update patch info.
If it's standalone reinstall from basic then upgrade one patch at a time until the problem re-occurs.

Try doing a clean slate with your graphics card. Often there is left over driver info from updating which can cause issues with Borderlands. Driver Sweeper will do this.

One guy found flashing his bios fixed it. nfi why.

Another disabled 3D Drivers on his GFX card.

Someone else reported Win7 SP1 was the problem.

Sadly, you're just going to have to fiddle :(

Thanks for the detailed answer. Flashing the bios and messing round with GPU drivers just for a game I won't play for more than 20 hours does not seem worth it though lol. Tried everything else though. Nonetheless, thanks for your advice.
