Bottleneck or what wrong with this build?

Need more thoughts on this case please!

SPEC
Operating System: Windows 11 Pro 64-bit (10.0, Build 22000) (22000.co_release.210604-1628)
CPU: Intel(R) Xeon(R) CPU X5650 @ 2.67GHz (12 CPUs), ~4.1GHz
MEM: 24576MB RAM DDR3 ECC
GPU: NVIDIA GeForce RTX 3070 GIGABYTE AORUS
PSU: EVGA 600 W1, 80+ WHITE 600W, 3 Year Warranty, Power Supply 100-W1-0600-K1
MB: ASUS P6T WS PRO

ISSUE
My GPU and CPU in CS2 match work load is about 30%-50% all the time, my fps as you can see is about ~100 with this spec.
What im missing in this situation is this CPU with this OC bottlenecks the GPU so hard? Or something else i missing here?

Yes the cpu is bottlenecking the gpu. I also the pcie speed is likely not helping.

The cpu is 6 cores 12 threads, from 12(iirc) generations ago. So, compared to modern cpus it sucks. A modern i3 quad core will be more than double, or maybe even triple its performance.

It also is pci-e 2.0, so if its in a 16x port it'll be at pcie 3.0 x8 or pcie 4.0 x4 speeds. Which probably lose you some performance in certain situations.

The ram is also very old and slow comparatively, a new system today you'll be buying ddr5 at 3x or more the speed.

I replaced my one years ago as it was bottle necking sli 980tis, sort of, not max fps but minimums and in specific parts of games it was.
 
Agree with Ch3m1c4L's post, afraid you really need to look to try and upgrade the CPU/Motherboard/RAM.

Not sure if you have any budget, but you could look at some upgrades such as:
Gigabyte B660 DS3H AX - Intel B660 DDR4 ATX Motherboard £124.99

Intel Core i5-12400F 2.50GHz (Alder Lake) Socket LGA1700 Processor - Retail £154.99

And there are lots of DDR4 RAM options such as
Kingston Fury Beast 16GB (2x8GB) DDR4 PC4-25600C16 3200MHz Dual Channel Kit £39.95

Just as an example. The i5 would provide matching core/thread count, but could still go cheaper with an i3 and would then have scope to upgrade CPU later on.
 
Sorry are you saying BOTH of your GPU and CPU use is about 50%?

That's pretty normal for CS2.

old cpu, old mb, old ram. any info about monitor?

maybe one day i using this computer for 10-11 months so... really disappointed now. maybe i will go with ryzen choice. but again 400euros needed minimum

30-50% on cpu is because other cores aren't loaded up heavily, it's limited by the main thread on the 70% core.

The "unused" 30% on said core is just because architecture and the specific game.
Hyperthreading was invented to help load up the "unused" part of a core with another thread more efficiently.
In the division 1 I had the same, I wasn't sure I was cpu limited because only hitting around 70% usage on any thread, and had 90%+ gpu usage. Replaced cpu/mobo/ram, got 50% more fps.

You are playing a modern game, all CS games have been cpu heavy rather than gpu due to being an "esports" title that doesn't push GPUs. You also aren't even running max settings, which means the gpu does even less work, with a ~12 year old cpu and a ~3 year old gpu, why are you surprised by this behaviour?
