Say for example, we have an Athlon X2 processor and we run it with the Titan. There's obviously a bottleneck. Will the frames displayed in the games be the max amount of frames that CPU will produce in that particular game?

Why this is relevant to me. I have an FX6300, and I'm wondering if I bought a 280x, even if there are any games that bottleneck, will the fps I get from the bottlenecked games be the max FPS I could get from my CPU anyway?

So an FX 6300 + 290 would be no different in frames compared to a 290x in a CPU bound game?
 
If the CPU bottleneck is to do with rendering then it will vary according to the card and drivers, but generally it'll be close.

The 6300 is completely fine with a 280X on the whole, overclock it to 4.5GHz+ to get the most out of it.
