What motherboard/CPU? there is no guarantee with a lot of DDR3 platforms they will perform over 1866MHz and with higher amounts of RAM it often becomes harder to sustain higher speeds.
As an aside with a lot of Intel DDR3 platforms the best balance of performance is actually at 2133MHz CLK9 - though in some cases you might lose like 0.1% performance in games over 2400MHz.
Depends on the game/application and stuff 2400MHz CLK10 v 2133MHz CLK10 can be 1-5% performance difference but 2133MHz CLK9 vs 2400MHz CLK9 or 10 is much closer.
It is possible the memory controller on the CPU just can't do 2x8GB @ 2400MHz though - which is why Intel only rate that generation to either 1600 or 1866MHz depending on model.
