Well something went a little wrong with my windows install so i did a fresh install of 1909 and low and behold it broke the overclock on my 6950x
So i did the usual fix of deleting mcupdate_genuineintel.dll from the system32 folder but my cpu was still showing a max of 3.6 ghz on all cores.
Tried everything , messing with the power plans , disabling specter and meltdown mitigations , rebooted , re installed AGAIN, nope overclocking broken.
So just to make sure i wasn't being stupid or windows was trolling me by putting the file back i checked the system32 folder again. Well everything was exactly as it should be, however as a last ditched effort to get overclocking working i deleted the mcupdate_authenticamd.dll and hey presto ! overclocking now works again
