Broke my GTA IV

A few days ago i got GTA IV on steam, played it for a few hours, really enjoyed it. Looked up car mods and got the real life car pack of a well known mod site, installed it, started up and said this version is not supported. There was literally no way to uninstall the mod no matter what, it was an installer and didnt come with an uninstaller, i tried deleting all the files, and last night i deleted every single game file and re-downloaded via steam which took 8 hours, why the hell do i still get a pop up telling me unsupported version of the game when the mod isnt installed and i completely re downloaded every file?

Any suggestions to try?

If the game still wont work even after i've deleted every file and redownloaded the whole game, maybe something was installed in the registry like beerbaron said?
 
Maybe try rolling back to patch 1.0.4? You won't be able to play online but at least your game and mods should work.

It's not normally recommended to roll back patches but I've never had any problems when doing so with GTA4 (Steam vesion).

Just DL and install the patch manually.
 
The game actually runs better with patch 1.0.3 - 1.0.4 due to the new shadow algorithm in patch 1.0.6 caning performance.

Shadows look nicer with patch 1.0.6 but I wouldn't say they were worth the performance hit that you get from having them fully tricked out.
