Broken CPU Fan header preventing POST?

I've been having some issues with my motherboard lately and I've seemed to have tracked it down to my CPU fan header.
Nothing will work on that header (all other headers spin the fans/ water pump), but I don't have a multimeter to test for current.

Originally I thought I cooked the CPU, but that works in another unit fine, same with GPU and RAM. I've tried a complete barebones 1 stick and iGPU and still no POST.

The board has debug LED's, but it says it's ok (no fan or heat errors).

I did have some problems when I reset the computer, it took around 130 seconds from clicking restart back to windows on a Samsung 830 SSD. Maybe it's related?

Anyone have any ideas?
