I was having a look at getting waterblock for my gtx 280 and came across a guy selling a EK GTX 280 waterblock and chucking in his broken gtx 280

He says this:
"This also comes with a broken XFX GTX 280 XXX card which I must have damaged when removing it from the original casing or when mounting the waterblock. When plugged into the mobo, the mobo will not POST but instead, beep to say that there is a problem with the VGA error."

I know nothing abotu broken graphics cards or fixing them but does this sound like it culd be brought back from the dead?
