Broken .msi installer

My copy of Windows 7 stopped allowing .msi files to install a while ago. I got the message

This installation package could not be opened. Verify the package exists and that you can access it, or contact the application vendor to verify that this is a valid Windows Installer package

Given I have been trying to install the BBC Iplayer app, for example, it seems that this is not the .msi package but the computer that is causing problems.

I upgraded to Windows 10 yesterday and everything went fine - except the Windows Installer still won't open packages and gives out the same message as before. I checked and discovered the Installer service was not running and set to manual launch but starting it failed to relieve the problem.

Anyone have any idea how to fix this, please?
 
do a os reset which will reset the OS to default settings and keep personal files.

this may solve the issue

or try sfc /scannow on command prompt (run as admin) to see if it finds any corrupt windows files and it will try and repair them, if it fails restart in safe mode and try again
 
Well tried everything and eventually reinstalled Windows 7 and then upgraded to 10 and it all works now. It wasn't ideal but not being able to install .msi files is quite serious.
