Broken PC/Buying advice

Hm, ok..

I guess I could just order those parts and using my existing case/dvd-rw/fans/HDD/gfx card etc. do the build myself..:
Removing the gfx card and adding Win8.1 would knock off £75.. Is it worth going to 16Gb memory or is 8 plenty nowadays?
 
So I ordered as advised and am part way through assembly and have a question. I've only ever done AMD before with the spring clips, but this heatsink relies purely on screws to attatch it.

Now its pretty much in, and seems to have good contact with the CPU, but the two side fixing screws are not fully tightened (I could screw them in about another 2-3 mm).. Should they be? Or is there a risk of damaging the CPU if I screw them too tight?

Gut feel is that it shouldn't be tighter, but surely this isn't designed to be built upon the judgement of the builder?
