Broken TV or 360?

well the first step would be to try a new cable or connect to a different TV. Then if thats the same result it would appear that the component connector on the Xbox is faulty. Do you have a 2nd tv with a component connector you can try with the Xbox?

Do you have something electrical nearby?

As when our fan is on the 360 goes fuzzy but the ps2/sky isn't a/effected

Is this an xbox 1 or xbox 360? I have an xbox 1 connected via Component and its always had a slight flicker/interference. If I jiggle the cables about at the xbox/splitter end its ok for a while. I actually returned my first TV because I thought it was at fault. Bought a totally different one and it still did it doh! This is an official Microsoft Component cable too.
