Brothers 7970 has died, needs an upgrade

He is looking for an upgrade to and currently has a rather dead 7970. I've been scanning around and have come up with a few suggestions:

  1. 1660 (new)
  2. 980Ti (used)
  3. 1070 (used)
However, he is looking to play RDR2 on as highest settings as possible and I'm just wondering if there are other options that we should consider. Budget is about £200-£230 and I think he's on a 1080p 24" 27" monitor.

Would would be the best choice for this monitor at that price range? Nothing fancy (RTX/gsync), just raw GPU power.

Rx580 new for about 170 (with borderlands?) or 1660 new for just shy of 200.

Come incredibly close to 1070, sometimes trading blows but you’ll actually get a warranty. What are 1070s second hand now about 175 anyway? Don’t see the value personally.

Top end of his budget could get a Vega 56.

I've been advised of a b-grade 5700XT coming up at some point today, apparently my bro is up for it so that might be his replacement.
 
A 5700 xt is a totally different card compared to a 1070/980 Ti and is practically 95% of a 1080 Ti on average. Will definitely go for that
