Browser Problem

I just reformated my hard drive last night and reinstalled window. Now in Internet Explorer 7, instead of being able to scroll up and down normally on screen, when I try to move up and down, the screen completely refreshes itself making it slow and jerky.

How do I get it to go back to scroll smoothly?

Could be the graphics card driver, update the software with the latest from the manufacturers web site.
