BSOD and no input safe mode issue - Win7.

I've got a pc here that is causing issues, it was upgraded to windows 10 which the owner decided he disliked and so reverted back to windows 7, at that point the system apparently started asking for a password, I get there to discover it's blue screening with what appears to be a memory/driver issue. Memory tests fine so I am assuming it's a driver issue but no idea which one.

The main problem is that it will BSOD upon attempting to load into windows normally and last known good config, safe mode works but all input fails(keyboard input works in BIOS and to select boot mode), no response from keyboard (USB and PS/2) or mouse. The system has not locked as it will happily shutdown upon a short press of the power button. I can get into the recovery options but cannot perform a system restore as the restore points are not being found.

I have the option of a system recovery (factory restore) or reinstallation but ideally I'd like to fix the issue without loosing the owners installed programs and settings (he's 96 and will struggle if anything is different), does anybody have any ideas for me to try before I go down the system recovery route?
 
Sadly I have tried that and all I get is that due to a system recovery sfc cannot be run and to reboot the computer and try again, which ends up in the same loop over and over.

If I had been consulted I'd have imaged the machine before attempting the upgrade (I'd have told them not to upgrade) for certain, but such is life.
