BSOD Boot Loop

When I turned on my computer today, it gets to the starting windows screen then it goes to this BSOD and it restarts the computer back to the same screen, any ideas on how to fix it?

How old is the system? Are you running at stock speeds or overclocking?

0x8E BSODs can be caused by faulty RAM, so it's worth trying each stick on its' own to see if the issue persists. It may also be worthwhile running memtest.
Sorry, I didn't mention this but it's a AIO computer which is a few years old but I will try each RAM stick and run Memtest to see if there's any errors
 
Doing a search for CI.dll came up with some pages from 2011 talking about a Rootkit virus that infects the system connected to the dll file.

You could try downloading an up-to-date bootable virus scanner like Avira and run that to see if it can find the problem.
I have used Hiren's BootCD to run Malwarebytes Anti-Malware and Spybot - Search & Destroy which picked up some viruses and I have removed them but still can't boot into Windows so I'm thinking of backing up my hard drive and install a fresh copy of Windows but how do I backup my Chrome and Firefox bookmarks?
