Can a PSU cause a pc to display a BSOD when waking from sleep?

It would be more likely to just shut down altogether if it was a PSU problem. Can you copy down the first few lines of the BSOD?

Well we can't diagnose the problem without knowing what the blue screen error message is.

it would be more of a hardware problem or software rather than your PSU
