I'm pretty sure that a lot of VDSL2 cards support ADSL2+ too so it's probably technically possible to support it... as to whether or not they'll actually go that route (I imagine they'd prefer to fill the slots with higher-paying VDSL2 customers), I couldn't say.

EDIT: In an ideal world it would be nice to think they'd sit down and go, "let's roll the first lot out to places with poor broadband at the moment". Not let's upgrade the people that are fast and make them faster. Why not sort out the slower people first, those that are stuck with 1-2Mb.

Because they need to recoup on their investment. So, like always, the places where there's most profit will generally get the most attention.
