BT business service (Can't solve networking issue)

ok basically where I work we have a BT business broadband setup.

Wall socket
-ADSL filter
-BT Business hub
-Apple TV
-Apple airport express
-Macbook pro
-Dell XPS
-iPhone

That is our setup and the problems we are getting are consistent regardless of whats plugged into what. We have these problems at current setup and a bare setup of either laptop wired into the BT hub with everything else disconnected.

Ok the problem is that if we load a new web page it will either take one of the following
1, ages to even attempt to go to it (may time out)
2, load very slowly

Now once we have attempted to go to the page after its timed out. If we refresh or try again it will go into it straight away at full speed!

We can perform google searches at maximum performance at all times but NEW links wont go first time. only 2nd time.

Cached links seem to go fine so we have tested this across 3 browsers on each machine after we have cleared the cache n everything else.

Now this is clearly a problem with the bt router or some kind of service they are running on our line.

I have spent an hour on the phone to BT but apart from change some value from 1500 to 1400 they want to put me in touch with a premium technical support team which we are unprepared to do because of we have no time and are unhappy with the service. Apart from obviously complaining which believe me we have done and will continue is it possible that anyone is famila with this problem and can provide a solution.

Had a similar issue at work, got a new IP range and sorted that out. Different ISP but same exact issue. We used opendns prove it was their dns servers, throw in watchdog and telecom regulator and see how quick it gets resolved.
