BTX was created for heat-monster Netburst CPUs. When it became apparent that Netburst was going the way of the dodo BTX seemed to go with it.
I think the design ideas are still valid though, they cover a lot of what is required to make a PC quiet.
The ATX design has always sucked, which is why we have to jump though hoops to get proper airflow
Dell have started using BTX layouts in their new cases, but then OEM's have the freedom to do whatever they want.

Just out of interest what exactly was a BTX setup?
I thought it was summin like the Lian Li range with the PSU's at the bottom of the case with the mobo inverted. Am i wrong?

Dell have for some time gone one step further and used ducted fans to reduce noise.
