Budget build for a friend...

A friend of mine has asked for some advice as to a replacement PC for an ageing XP machine she has.

Other than the monitor, keyboard and mouse I don't think there is much of anything worth salvaging from the PC so I've been looking at (very) budget systems along the following lines:

- Intel Core i3-4150
- 4GB RAM
- 500GB HDD
- mATX Case
- Windows 8.1 64bit

£230 inc. delivery

or

- AMD A4-5300 APU
- 4GB DDR3 + 500GB HDD
- mATX Case
- DVD Writer
- Windows 7 Home Premium 64bit

£250 inc. delivery

My question is, are the above specs "reasonable" for a low-end user? (general internet browsing, word processing etc - no gaming) and if not, what sort of specs should I be looking at for her as a minimum?

I can't seem to see anything "low-end" on OCUK but I'd be happy to do the build for her with components within the above price brackets if possible??

Ideally Windows 7 as I find it better than Windows 8 but it's not a deal breaker!

I would go for the Intel one personally it will be plenty for general usage. Although if you want to speed it up add a ssd as well
 
I'm trying to keep the cost as low as possible so an SSD probably won't make the cut tbh!

The systems listed above are inclusive of case, PSU etc - this is why I'm struggling to think of a cheaper/better way of getting the right system for her as I probably can't assemble & build myself at those sorts of prices!?!?
 
From the benchmark scores I've seen the Intel is loads better than the AMD but with the AMD you get Windows 7 rather than Windows 8 and a DVD re-writer (wheras with the Intel there is no optical drive at all!) :(

So can we all agree that I'm unlikely to find or be able to build a better spec machine for less?
