Budget build spec?

Hi folks, I've been asked to build a budget desktop to "run hd video, edit (standard def) video and play music".

Tbh I haven't a clue, if someone gave me a budget of £1000 and asked me to build a pc to play games, no problem but I don't have the slightest idea where to start here. Any recommendations?

Is it still worth buying core 2 duo/quad cpu's or should he be looking at entry/mid level i3's?

Price wise I reckon that would certainly suit him. Would a graphic card not be necessary? I've seen a few mainboards supposedly capable of playing 1080p content via their integrated graphics but the results have been choppy. A pretty capable yet cheap card like the radeon 4850 would give it quite a kick up the arse, no?
