budget build to replace failing laptop

my parents old dell laptop is dying and i would really appreciate a budget build spec

they need:
- general web browsing
- heavy skype usage
- very small form-factor
- monitor, KB (no mouse)

im thinking no more than £200-250 and i dont mind going second hand if needs be

really appreciate this guys
